Concept of democratic control over AFU discussed in Kharkiv
The discussion took place on September 12, 2017 within the framework of the joint project of the OSCE and MOD Reforms Project Office “Assisting Ukraine in Strengthening Democratic Control of the Armed Forces of Ukraine”. In addition to representatives of the OSCE, MOD, experts from the Reforms Project Office and parliamentarians, approximately fifty local residents came to the meeting. Most questions had to do with the work of the Public Council under the MOD and the transparency and openness of the work of the ministry.
The following topics were discussed during the meeting:
Strengthening democratic civilian control over the AFU and feedback (army and civil society – Public Council under the MOD; dialogue between army and society – “Live Meetings”);
Protecting the rights of servicemembers (openness and transparency – working with requests and appeals; strengthening the protection of rights of servicemembers; mechanisms for processing requests, appeals and complaints.
Most questions had to do with the work of the Public Council under the MOD and the transparency and openness of the work of the ministry.
OSCE and MOD Reforms Project Office joint project “Assisting Ukraine in Strengthening Democratic Control of the Armed Forces of Ukraine” started in 2016. Civilian experts from the Reforms Project Office are involved in reforming the defence ministry. The expected project outcome this year is a finalized Concept for Strengthening Democratic Control of the AFU that is in line with OSCE and NATO standards.
